The Memorial Candle Program has been designed to help offset the costs associated with the hosting this Tribute Website in perpetuity. Through the lighting of a memorial candle, your thoughtful gesture will be recorded in the Book of Memories and the proceeds will go directly towards helping ensure that the family and friends of William Waters can continue to memorialize, re-visit, interact with each other and enhance this tribute for future generations.

Thank you.

The lighting of a Memorial Candle not only provides a gesture of sympathy and support to the immediate family during their time of need but also provides the gift of extending the Book of Memories for future generations.

COLONEL Bill Waters

Our deepest sympathies and condolences to Geneva and the family.  Whenever a comrade passes, it really brings back old fond memories.  I never served under COL Water's command.  I first knew him in the 1970s when he was Battalion Commander, 2223rd Engineer Battalion, Baton Rouge LA.  The 769th Engineer Battalion and the 2223rd Engr Bn were co-located at the Armory on Foss St and later moved to the new Armory at the Metro Airport, Baton Rouge.  LTC Waters (at the time) was a great guy.  He was a great and professional SOLDIER.  He was always passionate about his organization and the people under his command.  In the 1990's we would go RV camping at Indian Creek Recreational area, Woodworth LA.  COL Waters and Geneva would also come RV camping at Indian Creek.  So, we got to know him and Geneva on a personal/social basis.  They became great friends.  In fact COL Waters taught me about indulging in a martini  (using Beefeaters gin), placing the bottle in the freezer and it is best just before it would freeze.

It's the "SOLDIER" In Memorial Honor for COL William "Bill" H. Waters, Louisiana National Guard

It's the SOLDIER, not the pastor/preacher, who has given us freedom of religion and worship.

It's the SOLDIER, not the reporter, who has given us the freedom of the press.

It's the SOLDIER, not the poet, who has given us freedom of speech.

It's the SOLDIER, not the campus organizer, who has given us freedom of assemble and demonstrate.

It's the SOLDIER, not the lawyer, who has given us the right to a fair trail.

It's the SOLDIER, not the politician, who has given us the ight to vote, ensures our right to Life, Liberty and the Pursuit of Happiness.

It's the SOLDIER, Who Salutes the Flag, Who serves beneath the Flag and Whose coffin is draped by the Flag, who gives the protesters the right to burn he Flag.

Eternal rest grant Him O Lord, and let perpetual light shine upon Him.
