She had a phenomenally quick intellect and a wonderfully warm spirit ... the perfect combination for an HR professional. The incredible contributions that she made throughout her life will continue to enrich the lives of others, including her beautiful daughter. Condolence: I only met Jess in person once, on her way out to Yangon, and corresponded via email just a handful more. However, from that limited interaction, it was already clear how she had a special light and that her enthusiasm and energy touched those around her in a special way. I knew from the start she would do great things in her career and I remember having the distinct thought of "I want to serve with her someday." I am so deeply sorry to Giselle and the rest of the family for your loss.

Condolence: Jess was one of my most proactive regional contacts. Our regional training center in Bangkok initiated several new projects due to Jess running creative ideas by us--she always offered ideas in such an intelligent yet non-demanding way. Working with Jess and her Rangoon staff was a highlight of my time in the region as a result. When visiting Rangoon in 2016, I had dinner with Jess one night and left so hopeful that someone like Jess was in the Foreign Service--a true bright light both in terms of intellect and personality. This is a great loss not only for her family and friends, but also for the U.S. Department of State, which sorely needs people like Jess.
