Jess was one of my most proactive regional contacts. Our regional training center in Bangkok initiated several new projects due to Jess running creative ideas by us--she always offered ideas in such an intelligent yet non-demanding way. Working with Jess and her Rangoon staff was a highlight of my time in the region as a result. When visiting Rangoon in 2016, I had dinner with Jess one night and left so hopeful that someone like Jess was in the Foreign Service--a true bright light both in terms of intellect and personality. This is a great loss not only for her family and friends, but also for the U.S. Department of State, which sorely needs people like Jess.
